Norfolk Residents Directory Overview
City of Norfolk Residents Directory Basics
Norfolk sits at the mouth of the Chesapeake Bay and is the urban core of the Hampton Roads region. The city runs its own police force, court system, and records office. The City of Norfolk portal is the front door for most resident lookups. From there you can reach the police department, the courts, the Real Estate Assessor, the Commissioner of the Revenue, and the city Treasurer. Each office has its own search forms, phone lines, and walk-in hours.
Records here fall into a few groups. Court files are at the courts. Police reports come from the Police Records Unit. Marriage licenses live with the Circuit Court Clerk. Land records and deeds are also at the Clerk. The Real Estate Assessor and the Commissioner of the Revenue keep tax and property data. Most key offices sit in or near downtown.

The site links to council meetings, budget hearings, the Norfolk Police, parks, and trash pickup info, all in one spot.
Norfolk Police Department Records
The Norfolk Police Department is the main law enforcement agency in the city. It keeps records of every incident, arrest, traffic crash, and case it works on. Most are public under the Virginia Freedom of Information Act, with some carve-outs for active cases. Call 911 for a true emergency. For all other calls, the non-emergency line is 757-441-5610.
The Police Records Unit handles requests for incident reports, accident reports, and arrest records. Incident reports are open to victims and authorized requesters with proper ID. Accident reports go to involved drivers, vehicle owners, and insurance companies. Background checks for Norfolk only are processed through the Records Unit. Statewide checks must go through the Virginia State Police.
The department also runs an online crime map that shows incident locations and types. Annual reports get sent up to the FBI Uniform Crime Reporting program. For a quick look at the Norfolk Police homepage and the records unit links, visit norfolk.gov/police.
The page is the fastest way to start a report request or read the latest crime stats for Norfolk.
Note: Have a case number or a date and address ready when you ask the Norfolk Police Records Unit for a report. It speeds the search.

Public Records Under Virginia FOIA
